Jose Mourinho: Chelsea boss fined for improper conduct

Chelsea manager Jose Mourinho has been fined £8,000 by the Football Association for "improper conduct" during his side's Premier League match against Cardiff on Saturday.
Mourinho, 50, was ordered from the technical area by referee Anthony Taylor after protesting about apparent time-wasting during the 4-1 win.
He did not appeal and can be in the Stamford Bridge dugout on Sunday.
"I accept the fine and against Manchester City I can work," he said.
"What the referee wrote is true. I wasn't aggressive, I wasn't offensive, I just had a disagreement."

A DECADE-LONG PEACE IN MOZAMBIQUE NOW IN PERIL

Oct. 22 (GIN) – Mozambique, profiled as the next Norway enjoying a windfall from its  recent finds in off-shore gas, may be headed for troubled waters instead.

A fragile peace has reigned over the southeast nation since a treaty in 1992 ended a 16 year long civil war. A pawn in the Cold War of the great powers, the coastal nation was heavily armed with U.S. and Russian weapons. Over a million people perished in the course of the war.

Still one of the poorest nations on earth, the détente between the Frelimo government and the opposition Renamo group blew up this month when government forces overran the jungle headquarters of Renamo leader Afonso Dhlakama, who escaped.

The Aviation Minister, on Wednesday, insisted that the procurement of the two armoured BMW vehicles at the cost of N255 million followed due process.
In a quick response to the query issued to her by President Goodluck Jonathan, Stella Oduah said that there was provision in the 2013 budget for the procurement of specialised equipment (including operational vehicles) to complement and, in some cases, replace obsolete ones.
PREMIUM TIMES had reported how the two armoured BMW exotic cars were bought outside budget provisions, and in violation of procurement processes.
But Mrs. Oduah maintained that there is always an annual budgetary provision for the replacement of obsolete, inadequate and unreliable monitoring equipment.
“The NCAA (Nigerian Civil Aviation Authority) is charged with oversight responsibilities over all civil aviation operations in the country, including safety, security and strict compliance with ICAO Standards and Recommended Practices, SARPs, and Nigerian Civil Aviation Regulations, NCARs,” Mrs. Oduah stated in her response.
